Welfare administration is a very important part of the social governance. Welfare governance isclosely connected with the perfection degree of the social welfare system, and the social work serviceplays an important role as to a perfect social welfare system. Social work service paid by governmentshall be regarded as a significant measure, an institutional arrangement. At present time, the govern-ment-paid social work service covers a wide range, indicating that the welfare system and welfare poli-cy of a government is coming to age. This paper taking the government-paid social work service as anexample, begins with the inner system of the gerontological social work development and thoroughlyanalyzes the government welfare system and policy-making in administrating the social welfare. Thegovernment-paid social work service shows that the government has adopted a new perspective in wel-fare supply, employing new social resources, revealing in certain degree the government´ s political ac-complishments and capability in administrating its social welfare.(2) Characteristics, Medical Needs and Insurance of the Elderly Part- time Migrant Workers: A CaseStudy in Linyi City, China

The elderly part-time migrant workers constitute a special group in the market economic system in China. Being migrant laborers, they are not in the mainstream of this population, marginalized at the bottom of this stratum and excluded from the relative policy system; as elderly people among the mi- grant workers, they are aged between 50 t0 60, and thus not covered by the legal social security system of Chinese rural old people. This research is based on the field study into this group of people in the odd-job market in Linyi City of Shandong Province. From July to August, 2013, researchers lived withthe part-time migrant laborers in this labor market and collected the first-hand information regardingtheir work, everyday life as well as medical treatment through questionnaires, participatory observation and in-depth individual interviews. Such aspects are analyzed specifically as the gender structure, edu-cation, work, income, interpersonal relationship, lifestyle and political participation as well as aware- ness of rights-safeguarding. This research discusses profoundly the medical needs and the security sta-tus ofthe elderly part-time migrant workers, and appeals the society to correspond policy with practice.
